On hetzner as well, and began experincing this issue 3-4 days ago now. The only hotfix that has worked for me, was doing what @Burke said..Add the following to /etc/hosts:

I do notice though, my upload to drive has gonna from 117MB/s to roughly 37MB/s since redirecting with these IPs

i've had zero issues since adding the stuff to the hosts file
i even went back to the hetzner dns servers (had been using cloudflare and googles since this mess started) with no problems... speeds totally normal again (were a little slower using cloudflare and google dns oddly)

Maybe you can try Google DNS, with those my upload speed is insane (250MB/s or more)
How did you revert back to the Hetzner DNS servers?
Just add them the same way you added Cloudflare or Google
Anyone got any working ipv6 addresses? My server only has ipv6 and I cannot reach any of the ipv4 IPs.

I'm facing the same problem since a few months. Initially I was able to solve via DNS change, then forcing the resolve via hosts file modification. Now none of this works for me anymore.
I think that what Google said is that they are reciving a lot of traffic from Hetzner, something that could also be defined as an attack. A massive use of a web service could be confused with an attack, an attack is a massive send of requests. Maybe that some users on Hetzner machines are using Rclone to upload a lot of contents divided for a lot of parts so the traffic they're reciving is really a lot.
I also think that in this situation all the ways we are looking for bypass the problem is just a palliative and a day we will not be able to use the service at all.
So I think this is time to look for an alternative to Google Cloud, something that can be as cheap, as fast and as capable as Google.
Honstly? I did run into this problem now a few times in the last 1 1/2 Year. This happens everytime there is someone abusing Google Services from within the Hetzner networks. Google is just going to blacklist whole IP-Networks from Hetzner, not just the IP-Address.
So what did I do to, well, avoid this problem now and in the future? I rented a VPS for approx 5€ a month at another datacenter/hoster and set up a wireguard server on the vps. I connected my Hetzner dedicated servers to the wireguard network and now I´m just routing all the Google Traffic through my wireguard network. All the other Traffic is still routed through Hetzner. Important is to rent a VPS with at least 1Gbps bandwidth which is what I did. I had speeds about 500-600Mbps before and now I have speed from 400 too 500Mbps through wireguard.
At least I do not have to worry about this anymore in the near future.
