When upload quota is reached

Hi guys.

Just a question.

If I have uploaded 750GB to an unencrypted folder on Googledrive. Upload quota is reached.
I then want some of the data to be moved to an encrypted folder, I need to do like: Rclone move Uncrypted:/ Encrypted:/ then it would download and reupload data right and it wouldnt be possible due upload quota is reached, correct?
