I have got an ACD DE Account and as I have checked (via netstat) the connection is always established with an EC2 instance in Ireland (EU-West). The latency from datacenter in Paris to Amazon IP-Adresses (but not EC2) is always around 18-19ms which is more likely Ireland than Frankfurt.
