It doesn't look like Rclone currently supports the DoD endpoints, which are defined at Microsoft 365 US Government DOD endpoints - Microsoft 365 Enterprise | Microsoft Learn. For example, dod-graph.microsoft.us. These endpoints are distinct from but in some cases overlap with the GCC High endpoints.
