Support aws s3 eu-north-1 by updating aws-sdk-go

The most recent version of aws-sdk-go on github seems to have support for eu-north-1

If rclone could update its copy, then eu-north-1 could be supported by rclone.
Which would be great!

(Edit: Also Google Cloud now has europe-north1 as well.)

I think the SDK is up to date in the latest beta however the config menu editor doesn’t automatically pick up the locations from the SDK :frowning:

Do you fancy sending a pull request to update backend/s3/s3.go?
