builtin functionality allows to oneway sync. What solution do You propose for 2way sync over rclone mounted drive?
Preferebly configurable with command line or config file, working on Win/Linux

rclone mount, make a remote look like local storage.
so you can use any sync tool.
and rclone is going to add a bi-sync feature to rclone, nothing to do with rclone mount
