the reason i ask is that you are using this flag --cache-workers, which is for the cache backend, which is not recommened unless you know 1000% you must use it.
why do you think that, as compared to what?
what is the result of a speedtest from the ocacle instance?
where is the oracle instance located, in cloud or local?
where is the oci: located, in cloud or local?
is that between the server and the oci storage, both of which as in the same cloud location?
or
is the speed you can download/upload files to the internet?
you need to find the botteneck, if there is one?

Actually iam new to oci hence i am not aware of the --cache-workers and --transfers what they will do and if i change any of those parameters how it will affect my transfer
if you do not know what to expect from oci, you have to test and figure that out.
as i suggested, step one, you need to figure out the bandwidth from aws to vm and from vm to oci.
copy one file from aws to vm, using the simplest command possible and calculate the bandwidth
