Was setting up a second rclone when I noticed the difference in listed servers using either sudo rclone config or rclone config. Is this normal?

What difference? sudo means you use the root .conf file instead of your users one.
Well rclone listremotes doesn’t show any remotes, but while using sudo it show my remotes.
But I guess your explanation in logical
