What is your rclone version (output from rclone version)

v1.56.0

Which cloud storage system are you using? (eg Google Drive)

FTP

The command you were trying to run (eg rclone copy /tmp remote:tmp)

rclone ls test: -vv

The rclone config contents with secrets removed.

[test]
type = ftp
host = xxx
user = xxx
port = 21
pass = xxx

I don't know what kind of proxy you are talking about, I have no experience with ftp and proxy, but these sources suggest it is not supported (yet):

Note that the ftp backend does not support ftp_proxy yet.

(FAQ)

Is the issue a proxy or a firewall? For example, when I am at work, I have to use their HTTPS_PROXY (and the like) for cloud-based remotes over http (including WebDAV). But at the same time, if I were to host an FTP server outside (which I wouldn't since FTP is insecure), I wouldn't be able to get to it since they block the FTP ports. Could that be the same issue for you?

It is a total hack, but you could spin up a cheap/free VPS somewhere and rclone serve it on an open port. Or even rclone mount it and then use an SSH tunnel.
