Post Quantum Encryption for Encrypt

I know a closed GitHub issue exists for this but thought the feature is better requested here. Also in the last few years the need for PQE(Post Quantum Encryption) has grown.

NIST and Google have been pushing industry to adopt and migrate over to PQE. See articles below detailing this effort.

With Microsoft and Google and several research making advances in Quantum Computing and the very realistic threat of store now decrypt later this concern is ever growing.

The RClone Crypt/Encrypt remote was designed to bring End to End encryption to any remote supported by Rclone and it was done so in an open source and secure way. It is very efficient and at the time was built using modern yet reliable algorithms.

With the NIST having concluded a large contest and review of Post Quantum Encryption algorithms and Google issuing a warning for industry to start adopting these methods I am wondering if there is any path forward for Rclone Encrypt remotes to leverage some of these new algorithms in some capacity.

Ideally feature parity could be achieved with maybe an optional configuration option defining it to use a modern PQE set of algorithms.

Once PQE has been established in Rclone we could deprecate the legacy algorithms for a long period of time as users migrate their data into the new standard algorithms going forward.
