Plex buffer limitation

I don't know if i should be posting this on the plex or rclone forums, but was wondering if this is normal or something that can be tweaked on my end.

The buffer only really ever gets to a certain point when i'm playing a video.
if i pause it, it will stay right there.

I don't know how to articulate this better

That means you are transcoding and your transcoding and your time here is set to the default I'd guess.
