Hello @Francois sorry I didn't see this earlier.
Your symptoms are just about exactly the same as mine, resolved here, including unable to download, but upload is okay; two drives offered during rclone setup. Mine was quite an old free, personal account that may have originally been through TechNet.
Fortunately, I was able to abandon that Microsoft/OneDrive account and open a new one. With the new account, everything works as expected (with no changes to the local system).
