Move encrypted drive to unencrypted drive?

I’m trying to figure a way to move my encrypted gdrive to an unencrypted folder on the same remote. Is there a way that I can do this without having to download my stuff and reupload my stuff? And also avoid API bans?

People have reported doing the transfer via a google compute engine instance might help - I don’t have experience of that myself.

There are also the --bwlimit and the --tpslimit flags which you can use to help also.
