Mirror Google Drive file and folder structure with existing files on hard drive

I do not have Rclone yet. I am looking at it as an option and have a question about a specific task I am looking to accomplish and whether or not Rclone could be a solution.

We have a strange situation at our organization regarding Google Drive. We have a large amount of files organized on Google Drive, and we have the same files on a hard drive unorganized. Don't ask how we got here, it's complicated. We would like to match our Google Drive organization on our hard drive without downloading new files. Can Rclone do this?
