so could you give us a short breakdown of the solution? when rclone receives the RPS error, it's just going to silently try again instead of generating the RPS issue immediately?
Correct, rclone will silently retry the request up to ten times (or the setting of --low-level-retries).
Your result and execution time will be just like there were no RPS errors 
Use -vv if you wish to see the retries.
