How to input bad url to windows comand line

please help me i have a url that contain many characters like this
" ?st=KO17xUJouu1LYXa3pmQSjA&e=1552761653" and i think because of this i cant use copyurl command
please help me to fix it how i can use this command

If you put them in quotes it should be fine I believe.

Have you turned on a debug log with -vv to see what it is doing? Also you can use --dump-bodies and see what the URL and responses look like.
