I uploaded file by encrypt mode from linux to google drive.
How can I open it from windows 10 by GUI?

Yes, rclone browser can help you with that either by making a job and copy the file to your machine or by mounting the remote. You have to choose the crypt remote not the google drive one otherwise you will only see encrypted files.

there are several rclone browsers, this is the one you want.
to view/edit a file, you would want to use a command such as rclone mount remote: x: --vfs-cache-mode=full.
this will create an x: drive and you can see the file names in their decrypted state using windows explorer.
you could stream a media file using vlc and perform normal file system operations.
