Has Google Drive decreased the 10TB per day limit?

I'm trying to transfer off my files from Google Drive Enterprise but I keep getting the following error:

failed to open source: open file failed: googleapi: Error 403: The download quota for this file has been exceeded., downloadQuotaExceeded

I've only transferred around 4TB worth of files before I get this error. Despite the error description it does NOT seem to be file specific - I tried a shared drive that isn't going to be transferred / hasn't been touched in months and I can no longer download ANY files which leads me to believe I'm hitting some kind of global download quota. After some google searching it seems there used to be a 10TB per day download limit, but has this been decreased now?

It's not documented nor will Google Support give you any details.

You can only wait 24 hours or so and retry.

Worth adding that partial downloads will count against quota, so if you had retries of big files, you could have passed the limit as well.
