if the file name is too long, can I replace some part with „*“ in „rclone copy“?

no. but can use rclone copyto to rename the file as it is uploaded.

If the file name is too long, you cannot use wildcards like "*" in rclone copy. You can use rclone copyto to rename the file during the upload process, which should help avoid this issue.
