I am new here and I wonder if I will use encrypted rclone gdrives on two separate devices will the second rclone instance see name of encrypted files from the first one ?
Yes, you can you as many devices as you want.
If you setup an encrypted remote, it needs to have the same passwords / salt to decrypt. You can do that by entering in the same values or copying the rclone.conf.

Also is there an option to send files to two different locations at once or I need to send it separate ?
You can only copy to a single remote at a time. It works by specifying a source and destination.
