Which cloud storage system are you using? (eg Google Drive)

You are out of download/upload quota.

It has nothing to do with the API quota.

Did you mean download/upload quota is my driver space or any thing else?
I am using my edu drive, it should be infinite space

You are out of download/upload quota on your drive.

It's not a space issue.

You can only upload 750GB per day and the other items are not documented so nothing else to do other than wait 24 hours and retry.

I dont think so, today I dont upload any thing I meet 403 as well
