Drive Migration User Account with GSuite Domain

Is it possible to use Rclone with a Service Account with "Allow Platform Delegation" on GSuite to allow migrate files directly to the user account ?

There is an issuee about this https://github.com/ncw/rclone/issues/1491 - any help with that much appreciated!
