Configuration rclone with google cloud storage need billing?

Hello,
I configure google play storage with rclone config.
When I try create folder with mode "debug" I see this error:
googleapi: Error 403: The billing account for the owning project is disabled in state absent, accountDisabled.
If I would like use google cloud storage, I need pay ? if yes how many ?

This is rclone forum... and your provider billing questions/issues should be best clarified with them directly. Check details on google website.
