Have you tried to curl that URL from your server? The error in the log indicates that the error coming back from the http server is 401 Authorization Required. Just trying to rule out whether rclone is the actual issue here.
Okay so I just tried this. Weirdly I do get the 401. However in Chrome and Firefox it works fine and it's normal HTTP authentication.
The issue might be that the website uses Tiny File Manager 2.5.2. Does anyone have any experience with how files are served by this rather than Apache?

rclone has support for static .html files.
rclone has issues with accessing dynamic content such as PHP
for example, https://tinyfilemanager.github.io/demo/ works in firefox but not rclone

not an expert with http remote; perhaps someone more experienced can opine?

i never saw a solution.
not sure your use case but one possible workaround:
use rclone as a http server
or
use script that pre-generates a set of static .html files.
