Again about --no-traverse option for copy

I am new and probably dumb. I still do not understand the --no-traverse option for copy operations. Specifically, what does it mean that rclone "lists" the destination directory (or not), or that it "traverses" the destination filesystem (or not)? The way I see it is that rclone checks whether each SOURCE file exists/is identical/is newer in the destination path and, if the case, sends the source file to the destination. What has this got to do with "listing" (whatever that means) the destination or "traversing" (wtm) the destination? Can somebody please explain in basic terms?
