Add Wasabi US West 2 Region

Hi Nick. Many thanks for your hard work developing rclone. :saluting_face:

This is a request to add the new US West 2 region to Wasabi Config. This region supports standard class Wasabi buckets and Wasabi Fire, their new S3-compatible low-latency all NVMe flash storage system, which is currently invite only. There should be no difference in how rClone interacts with Wasabi Fire buckets. I will be testing these buckets with rClone in the coming days.
