Windows Server 2K16 - cannot kill rclone process after S3 WinFSP mount failed

At this point, it's been hung for 43 hours now, so it looks like kernel timeouts aren't working? Is there any other debugging information I can grab using Powershell/Process Explorer, etc. that might be useful?

So far, my searches on the forums indicate that the only thing that will kill an rclone mount in windows is Ctrl-C:

Safe way to unmount

I think this is answered here by the author of WinFSP The proper way to unmount a file system that uses WinFsp-FUSE is by sending it a Ctrl-C. On Windows this is done by calling GenerateConsoleCtrlEvent . On Cygwin you can also use kill or pkill to send it a SIGTERM , especially if you run it as a Cygwin daemon.
