Judging from this:

rclone/rclone/blob/master/fs/rc/webgui/plugins.go#L72-L74


	cachePath = filepath.Join(config.CacheDir, "webgui")
	PluginsPath = filepath.Join(cachePath, "plugins")
	pluginsConfigPath = filepath.Join(PluginsPath, "config")

You should be able to control it with the --cache-dir flag, if you are on latest version.
