Sync only adds new files

What is the problem you are having with rclone?

I'm currently using Rclone browser on two Macs, one of them is Intel and the other is an M1.
On the Intel Mac if I modify any file, Rclone Browser will catch the change when I select the sync option and replace the file. On the M1 Mac it does not catch these changes, it only syncs new files.
The settings are exactly the same. I use these Macs inorder to sync from google drive to a local hard drive.

only download, not upload, is that correct?

Yes, that's correct only download with Sync set to delete after transferring, skip all files that exist and compare set to Size & Checksum. Under extra arguments I have: -P.

perhaps that is not the case.
using the command line and a debug log, makes it easy to confirm.

that means rclone will not update existing local files.
yet from your post, you seem to want rclone to update existing local files.
