when i start sync issue one drive blocked my sync.
if i use copy command its try transfer files one by one?

or can i queue 2 things into files?

nothing rclone can do about that.
i think you just have to wait upto 24 hours for the quota to reset.

is thefile that failed to copy shared with others?

Zero ways to do that. None of the download quotas are documented so there's no way to know what triggered and you can always ask Google, but good luck with that.
