It's normally not the 'root' as it's your log in directory, which still seems blank or something different than a normal FTP server.
In FileZilla, when you login, what's the working directory path look like?
I'm asking for the full working directory path that shows up. I don't use filezilla so I don't know what the screen would look like.

I think @ncw has a debug ftp build or something as we need to see what the FTP server is returning as something is definitely off. If you can't see any directories at all, you'll never be able to transfer to that folder.
You could also run the same command and capture with wireshark and email that in as well to look at.
I just had a look through the FTP library and it has recently gained debugging the output support!
You can dump the FTP conversation with -vv --dump bodies with this.
