i think your onedrive account is returning a precision of 1s, whereas rclone is using 1ms.
so, for now, need to --modify-window 1s, but not in the next version.
in the upcoming v1.69.0 rclone will revert back to the behavior as v1.65.0

I've decided to revert the precision back to 1s
well, maybe, going forward, that should be:
"but hopefully, this is a one-time painfree upgrade from an old version of rclone to the new version of rclone"
