When I make a change in a keepassXC file it changes the date. Before on an old version of ubuntu and rclone, everything worked fine. The date of the target file was modified.

In fact I tested nextcloud following your post and now I've put rclone webdav back on.
There are no file updates on the target (at least those of kdbx because they are the most important) but only creation or deletion (see the beginning of my request).

i think we are going around in circles, same issues over and over again, that only you can fix.
as i have already explained, rclone will not copy or update, as there are fatal errors with your command.

Depends on what you want to achieve... there is clear reason why there are two different commands. And their meaning is rather self explanatory.
Copy - copy files from the source to the destination. Does not care about any extra files at the destination
Sync - makes the destination the same as the source - it might involve deleting files not present at the source.
to help debug the issue, to keep it simple, and the logs small.
as always, i suggest rclone copy of a single file.

it depends on the webdav server. most do not support modtime.
nextcloud, rclone serve webdav and a few other servers support modtime.
it should be very easy to create a very simple test to reproduce the issue, without using those long, complex directory paths, without space character and other such non-ascii characters.

tho, it depends on the server.
if the server supports modtime, then rclone should support it.
