If Google ends compatibility for Rclone, will I be able to decrypt my data locally?

Was wondering this today. If Google ends compatibility for Rclone, could I download the encrypted files to a local directory, then route a new encrypted drive to my local directory filled with encrypted data, and it still be readable?

Side note, if I move all my encrypted files from one directory in Gdrive to another, then mount a new
encrypted drive in the new directory, will it still read all my files?

yes, to both questions.

you could download the encrypted files to a local folder.
then using rclone, create a local remote pointing to that folder and access the files.
it would be good to know the passwords used to encrypt the google storage
even if you lost those passwords, using rclone config you could copy the remote to a new name and change the source to the local folder instead of the google location.
