You can only copy server side if you are using the same remote to same remote. So you can server side copy from a Google Drive to another Google Drive.
You can't server side copy from http to Google Drive as you'd have to use your own bandwidth.
I found that spinning up a small VM (in AWS in my case, but Google will be the same) and installing/running rclone there will help. Then, when you are down terminate it and it will probably only cost cents to a dollar.
