Copy from gdrive to another gdrive fails

I am trying to copy files from one GDrive to another, but it fails with such errors:
Failed to copy: googleapi: Error 404: File not found: 19o8r0_nrIkVz6MOCQPi9fWYzqF7tILKw., notFound

I read somewhere I had to add – disable copy
which works, but then it also does not do server side copy. Is it possible to do? Someone said it has to do with permissions on the remotes, but I could not find out any clear info.

If I copy from local drive to GDrive it works, and when I copy to encrypted since it goes via local disk.
