What browser are you using?
Did you set the proxy in that browser?
Rclone is just launching a link that opens up in your browser so if your browser can't hit dropbox.com, it won't work.
I set proxy global in the whole windows system, and check the ip address in https://www.ip138.com/ and https://whatismyipaddress.com/ , they show that I'm useing my proxy's ip.
I usually use Firefox, also I have tried Edge, they can hit dropbox.com,
both of them can visit the page

I set proxy global, but I'm not sure if the proxy software has some hidden proxy rules. What will the browser connect after I click the “Allow” button on the page, maybe I can test it
Similar to this process, there's no problem when authorizing “onedrive”

Got the same problem. No problem with OneDrive either, just Dropbox.

i am able to run rclone authorize dropbox -vv and get the token.
- windows 11
- mullvad vpn which offers a socks5 proxy server using 10.8.0.1:1080
- firefox, hardcoded the proxy server into firefox GUI
