Can rclone take an image of a disk, not a file level copy?

I am not having a problem, I am trying to find out if rclone can do this.

Can rclone take an image of a disk, not a file level copy? That way all programs are still installed and all saved sessions are still save?

No, rclone is generally for cloud based storage and not local disk.
