i am pretty sure that this has nothing to do with google.
if you used rclone with the binding to ipv4 and afterwards after the binding command you still have good upload speeds you should first check which connection is basically used then. Most probably you are using ipv4 afterwards as well and you are not directly falling back to ipv6.
